Parker’s subcommittee will oversee the Department of Youth Rehabilitation Services (DYRS), the DC Public Library System, and other community affairs offices. He prioritizes addressing the high recidivism rates among juveniles in DYRS custody, improving conditions and operations within the facility, and maintaining robust oversight of DYRS’ city contracts, which are under investigation for corruption. Parker’s focus is on implementing proven therapeutic models, enhancing staffing, and ensuring youth offenders receive the necessary services to rehabilitate them.
